Subject: Request to protect Mr. Pidathala Sathyambabu (Scheduled Caste youth) who was falsely implicated and punished for life sentence in the murder case of Ms. Ayesha Meera.

Direct the government of to shift Mr. Satyam Babu to NIMS (Nizam’s Institute of Medical Sciences) at Hyderabad as his health condition has deteriorated since he was arrested by the police in this case.

Direct the government of AP to re-investigate the murder case of Ms. Ayesha Meera through CBI.

Respected Sir,

We, the under signed on behalf of ‘Sathyambabu Ayeshameera Nyaya Porata Committee’ want to present the following for your kind perusal and action:

  • Ms. Ayesha Meera (A student of B.Pharmacy, staying Durga hostel, Ibrahim Patnam, Krishna District) was murdered on 27th Decemebr 2007.
  • As part of the investigation the police have initially arrested Mr.Gurvinder Singh (Laddu) and was subsequently released on the grounds of not matching with the profile obtained at the scene of offence.
  • Mr. P. Satyam Babu S/O Late Venkaiah was arrested on 17th Aug. 2008 in connection with the theft case of a Cell phone was implicated in the murder case of Ms. Ayesha Meera.
  • And Mr. Satyam Baba was punished for life imprisonment on 29th September 2010 by the Sessions Judge of the Mahila Court of Vijayawada for killing Ms. Ayesha Meera.

Sir, after following the series of event in the case we feel that Mr. Satyam Babu has been falsely implicated in this case. And the police failed to arrest the actual culprits who have murdered Ms. Ayesha Meera.

Hence. We request you to intervene in this case and save the life of Mr. Satyam Babu (a poor Dalit Youth and the only bread winner of his family). Also instruct the government to commission CBI to investigate in to the case to identify the actual culprits and do justice to Ms. Ayesha Meera.

Details of the case:

Ayesha Meera, B. Pharmacy student was brutally raped and murdered on 27thDecember 2007 in a well protected (physically) private Women’s Hostel at Ibrahimpatnam, Kothur2 Village and Mandal of Krishna District of Andhra Pradesh. The hostel was managed by Smt. I. Padma and her husband, I. Venkata Siva Rama Krishna who also resides on the ground floor of the said building.
The villagers of Ibrahimpatnam and the neighbors who have visited the scene of offence including the Chairman AP State Minority commission Mr. Yousuf Qureshi and the Member of National Women Commission, Smt. Nirmala Venkatesh have opened that without the involvement of the Warden and Insiders, the offense could not have happened.

Further, Smt. Nirmala Venkatesh Member of Women Commission suggested the government to conduct Norco Analysis test to the Warden and her husband and Mr. Ch. Madhavarao, MPP who were present at the scene of offence even before the arrival of the police.
The delay in the process of investigation has created doubts in the minds of public that there is a political interference and pressure on the police to save the offenders in such a way the name of the late Koneru Ranga Rao, who was the then Minister of Municipal administration A.P. came into picture as his grand son Koneru Satish Babu, Surpanch of Gudavalli village alleged to be prime accused in the above said case

The police never followed what Smt. Nirmala Venkatesh Member of Women Commission has suggested.

In March 2008 the police have arrested Mr. Gurvinder Singh alias Laddu, from Visakhapatnam and was brought to Vijayawada and produced before the court as a suspect. And was subsequently released as the profile of evidence collected in the scene of offence, did not match with him

The parents of the Ayesha Meera and the local public, students, Muslim leaders, Women Organizations agitated and accused that the Police is trying to divert the investigation process by arresting Gurvinder Singh alias Laddu to save the actual culprits. They took to streets demanding justice to Ms. Ayesha Meera.

After eight months the police arrested 20 years old Dalit youth Pidathala Satyam Babu, a part-time construction worker from Nandigama sub-division of Krishna district, saying that he raped and murdered Ayesha Meera

Police deliberately chosen Sathyam Babu as a soft target as there is nobody to protect him. There were allegations that the police are trying to kill him to close the case and to protect the real culprits. The police have staged several dramas such as:

Satyam Babu tried to escape from the police custody once and later while going back from Hyderabad to Vijayawada that he jumped out of the police van, where as he is not in a position to walk due to some problem in the spinal cord. The electronic media has disproved the story of the police however nothing could save him.

According to a physiotherapist who treated Sathyam Babu for several times in Vijayawada, Sathyam Babu’s spinal card was damaged due to police torture and that leads to Guillen Barre syndrome which  caused chronic sensor motor axonal neuropathy which means his legs paralyzed and unable to move for a small distance

P.Srinivas advocate on record argued that there is no evidence at all, except a report from the forensic lab, even that cannot be believable as the director of the forensic lab Dr Venkanna, who given forensic report in this case was caught hold by the anti corruption bureau police. And remanded for the offence of taking bribe to give a false report

Senior counsel Mr. Bojja Tharakam, Argued for the victim/ Accused Sathyambabu And raised some important issues, like the police did not file the DNA profile of Ayesha Meera,

After hearing to the defense counsel the judge delivered judgment that the innocent Dalit boy Sathyambabu sentenced for life for offence under 302 of IPC and 10 years imprisonment for the offence under 376 IPC that is rape, and also awarded Rs 1000 as fine, if he is unable to pay that amount, he has to be in the jail for another 6 months

Though there is no proper evidence against Sathyambabu the judge punished him only on the technical evidence there is no single person deposed against Sathyambabu except police, and there are protests in all over state in favors and to protect Sathyambabu. The police and court were influenced by the political lobbies and bend for money, and punished innocent Dalit boy, to protect real culprits

In light of the above we pray your kind self to order for:
1) Re investigation of this case by Central Investigation Bureau.
2) Order to admit Sathyambabu in Nijam Institute of Medical Sciences Hospital immediately as he is suffering from a neurological disorder, Guillain-Barre Syndrome,

    For the first time budgetary provision for construction of road to this village appeared in the govt. budget under “Special Component Plan” in the year 2007-08. But since then only one and half kilometre of road has been constructed and that too is not operational, causing a lot of trouble to the residents of this far flung village.

    I request your Kind self to look in to the matter and direct the concerned authority to do the needful so that we can get a all weather Pucca road to this village.

    Apropos to the above, the undersigned of Tripura Tribal Officers’ Welfare Forum and All Tripura S.C. Officers’ Welfare Society would like to draw your kind attention to the following facts that –

    Sir, in the previous meetings of DPC held in the year 2009 & 2010 the name of Sri Shantanu Debbarma, TCS Gr-II was recommended for promotion to TCS Gr-I as per seniority list and Annual Confidential Report against UR vacancy. Further it may be noted that due to some unavoidable reasons the said promotion was held up and kept in sealed cover.

    That Sir, recently it has come to the notice from the reliable source that the name of Sri Debbarma, TCS Gr-II has been further recommended for the post of TCS Gr-I against the ST vacancy. As a result, Sri Shantanu Debbarma, TCS Gr-II will seriously suffer in respect of his seniority in the TCS Gr-I. This is because his position will be fixed in the seniority list of lower than his junior officers who have been promoted against UR vacancy as per the recommendation of the DPC held in the year 2009 & 2010.

    That Sir, it is also pertinent to mention if the recommendation of the DPC held on 13.12.2010 is implemented violating the recommendations of DPC held in the year 2009 & 2010, the promotion of one ST candidate from TCS Gr-II to TCS Gr-I will be adversely affected creating deep languishment among the concerned candidates.
    Therefore, we, the undersigned on behalf of the TTOWF and ATSCOWS, fervently request your kind honour to implement the previous recommendations of the DPCs instead of illegal recommendation of the DPC held on 13.12.2010 depriving the ST candidate.

    I would like to bring an urgent issue to your kind notice for immediate redress.Recently Govt. of Tripura has sent a list of state civil service and non civil service officers to the UPSC and Govt. of India for IAS nomination depriving the civil service officers belonging to ST category.Specially 2 officers namely ,Mr. Sailohona and Mr. L.N. Rukhum who are state civil service officers of 1982 & 83 batch.Their deprivition has started from seniority list.In Tripura one directly recruited civil service officer through Tripura public service Commission get first entry in TCS Grade II and after that enter into Selection Grade(Grade-II) and then to Senior Selection Grade by promotion.There was no problem up to th Selection Grade(Grade-II) interms of the seniority of the above mentioned officers.But while they have been promoted to the Senior Selection Grade from Selection Grade(Grade-II) their seniroity has been fixed lower than their most junior officers of 1984,1989 and 1990 batch.They have submitted representation to the state Govt for rectification but their prayers have been ignored.Verbally they have been told that though they were senior in the Selection Grade(Grade-II) but they have been promoted against ST reserved category vacant posts since they have not minimum bench mark for promotion against UR vacant post.But their most junior officers got promotion against UR vacancies at the same time and as a result seniority of the above 2 senior officers have been fixed lower than thier juniors.

    In this context I would like to mention that though these 2 ST officers are SENIOR and might get promotion against UR vacancy but due to bench mark in ACR they were deprived so it is adverse inrespect of them. If adverse is given the incumbent concerned should be informed by the authority but they have not given such opportinity

    It is pertinent to mention that for IAS nomination name of senior officers of Senior Selection Grade are sponsored by the state govt. so it is obvious that these 2 ST officers will certainly be deprioved.It is heard that during this weak MEETING of UPSC will be held.

    In view of the above, I would fervently request your intervention immediately so that the 2 ST Officers are not deprived and for which we shall remain evergrateful to you.

    To ascertain the facts it is mandatory to adhere the provisions of the constitution as given the authority i.e. Chairman of SC / ST commission and help in providing the judicial , legal, morel and finical support to uphold the provisions of the constitution immediately by conduction fare investigation and initiate action against all those who so ever involved in the case.

    National commission for Scheduled Caste and Scheduled Tribes are yet to take appropriate steps on the petition of Sri Pradip Dewan who brought to your notice that two ST Civil service officers of the state of Tripura have been deprived to get promotion to the IAS.If no action is taken by the NCSC & NCST ST/ST people will be frustrated and will lose faith on the NCSC & NCST.Sri Dewan has sent petition to NCSC & NCST by fax on 30th and 31st December,2010.NCSC & NCST are also take action on the representation of TRIPURA TRIBAL OFFICERS’ WELFARE FORUM
