Endorse the Recommendations of NAC’s Working Group on Dalit, and press for statutory status to SCP and TSP

Greetings from National Dalith Forum

We are writing this letter to request you to be part of a campaign to get statutory status to the Special Component Plan and Tribal Sub Plan

After a long time implementation of Special Component Plan and Tribal Sub Plan they  have not achieved the goals which were expected at the time of their formulation,  so now it is necessary to give a statutory status to the both the policies

We request you to write a letter to prime minister of India asking him to initiate process to give statutory status to special component plan and tribal sub plan

The SCP/SCSP and TSP were in existence from 1979 as policies, but both the schemes not properly implemented by central and state governments, and the funds allocated for overall development of Scheduled castes and scheduled tribes under SCP and TSP was being misused and diverted by various government departments/ministries every year

The planning commission of India in 2008, starting year of 11th 5 years plan, advised to government of India to give statutory status to special component plan and tribal sub plan for the proper implantation

The National advisory council’s working group on dalits also advised for a central legislation for proper implementation of special component plan and tribal sub plan, write to the working group by endorsing their recommendations (http://nac.nic. in/press_ releases/ wg_scsp.pdf) sent your mails to wgdalits@nac. nic.in

While endorsing the Draft Recommendations, we request you to press for NAC to Draft Bill for SCP legislation with due consultations to be place in the forthcoming Winter Session

And also for constitution of a “National Scheduled Castes Development Council” exclusively for the economic development of SC STs and “National Scheduled Caste Development Authority” and “National Scheduled Tribes Development Authority” In the state level “State Scheduled Caste Development Authority” and “State Scheduled Tribes Development Authority” at District level “District SCST Development Authority” to implement the Special Annual Plans for the economic development of the SC ST Communities
