EARNEST APPEAL TO HELP GET THE SC AND ST (POA) Amendment Bill (already passed in Lok Sabha on 4. 8. 2015) MOVED FOR CONSIDERATION AND PASSING IN THE RAJYA SABHA AND GETTING IT PASSED AT THE EARLIEST IN THIS ONGOING WINTER SESSION 2015 10. 12. 2015
Dear Hon’ble Minister Shri Venkaiah Naidu garu, I am happy that through the efforts of Shri Thaawar Chand Gehlot ji, Hon’ble Minister for Social Justice & Empowerment and your valuable help, the SC and ST (Prevention of Atrocities) Amendment Bill 2015 has been listed in the Legislative business for consideration and passing in the Rajya Sabha on 9-12-2015 and 10-12-2015, though it could not be moved because of the logjam in the Rajya Sabha on both days. 2. You may recall that I had written to you on 3. 5. 2015 for you help in getting this Bill passed in Lok Sabha and Rajya Sabha, after which it was passed in the Lok Sabha on 4. 8. 2015. After that I wrote to you on 14. 8. 2015 and 12. 10. 2015 for your help to get it passed urgently in the Rajya Sabha. I am grateful for your kindness. 3. I am now writing to you to kindly help in getting the Bill moved in the Rajya Sabha urgently for consideration and passing in the ongoing Winter Session 2015. The passing of the Bill will be a feather in the cap of the Government, your esteemed Ministry and personally yourself. By getting this Bill quickly passed, you may also be helping to break the logjam in the Rajya Sabha and thereby facilitating the passing of other important Bills like the GST Bill, etc. If there is a slip between the cup and the lip, there will be deep disappointment and resentment among Dalits and Adivasis. There is wide knowledge among Dalits and Adivasis, and the lifelong supporters of their legitimate rights like myself all over the country, about this Bill having been listed in the Rajya Sabha and they are expectantly waiting for its passing in the ongoing Winter Session with bated breath. 4. To facilitate securing the cooperation of the main Opposition Party the Congress and other Opposition Parties, and allowing the House to sit without disturbance and pass this Bill, I suggest, for your consideration, the following steps:- (a) Announce through a public statement and get it prominently disseminated by the print media and electronic media (TV channels) in English, Hindi and as many other languages as possible, the date on which the Bill is to be moved for consideration and passing. (b) In your statement and through separate personal letters addressed to respective leaders, request the Congress and other Opposition Parties, who are likely to cooperate in passing a Bill in the interest of SCs and STs, specifically seek their cooperation in allowing the House to meet and to pass this Bill. Apart from the Congress, I feel, subject to your judgment, the leaders of the following Parties may be addressed separately through letters by you and they are likely to fully cooperate, either because of their positive attitude towards Dalits and Adivasis or because they are in formal or informal alliance with the BJP or for electoral and other considerations:- BSP CPI (M) CPI TMC TDP AIADMK NCP YSR Congress AAP BJD and any other Party which in your judgment could be usefully addressed. 5. I am writing this not only on my own behalf, but also on behalf of the suffering masses of Dalits and Adivasis and also on behalf of the National Coalition (of more than 500 Dalit organizations from all over the country) for Strengthening the SC and ST (POA) Act and its Implementation of which I am the Chief Advisor and which prepared the initial draft on the basis of which the Government’s Bill was drafted, and on behalf of many others all over the country who are working for them, and on behalf of the numerous socially aware Dalits and Adivasis in the country and abroad with whom I am and the National Dalit Movement for Justice is in contact and who have become aware of this Bill and its present stage and who too earnestly desire its passing in the Rajya Sabha in this ongoing Winter Session.
