Dalits get only 1.96, Adivasis 1.2, Minorities 0.19 & Women get 4.58 percent of total Budget.
Budget 2016-17 has completely disappointed Dalits, Adivasis and Women as far as the allocations to them are concerned. Budget 2016-17 has allocated less than 2% to the Scheduled Castes, 1.21% to Scheduled Tribes, Minorities less than half percent and 4.58% to Women of the total Budget of more than Rs. 19.78 lakh Crore.
National Confederation of Dalit Adivasi Organisations (NACDAOR) expresses its deep dissatisfaction over the Government’s continued neglect of the Scheduled Castes Sub Plan and Tribal Sub Plan guidelines that mandate Government to allocate population proportionate budget for the development of Dalits and Adivasis. According to guidelines, Government was bound to allocate Rs. 91,301 Cr for Scheduled Castes and Rs. 62,838 Cr for Scheduled Tribes. However, Budget 2016-17 provides only Rs. 38832 Cr for SCs and Rs. 23790 Cr for STs and therefore government in a way has diverted Rs. 76,259 Cr meant for SC/ST to other programs and this is unacceptable and we request the Government to correct this diversion of funds meant for SC/ST to other programs.
A quick assessment of the Union Budget 2016-17 by National Confederation of Dalit Adivasi Organisations (NACDAOR) reveals that total budget estimate for financial year 2016-17 has increased by more than Rs. 2 lakhs crore or 11.23 percent than the previous year, including plan budget of Rs. 550010 Cr and non-plan budget of Rs. 13.12 lakh Cr. It is heartening to note that the Government has increased plan budget by 18.2 per cent, about 6 percent higher than the budget 2015-16.
Women forming about 50 percent population of India received only 4.58 percent of the total budget, which clearly indicate extreme low priority accorded to the women. It is also a matter of great concerns that the plan budget of gender component has been reduced to 15.32 percent in the budget 2016-17 compared to 15.8 percent in 2015-16.
While National Confederation of Dalit Adivasi Organisations (NACDAOR) appreciate the Budget 2016-17 for its intent of building entrepreneurship among the Dalits, Adivasis and women by providing Rs 500 Cr under Stand Up India and undertaking Economic Empowerment of Scheduled Castes and Scheduled Tribes in the 125th birth anniversary year of Dr B R Ambedkar, it express its deep concerns over reduction of proportionate allocation for Scheduled Castes to 7.06% in 2016-17 budget from 7.27 per cent in the revised budget estimates of 2015-16. In case of Scheduled Tribes, allocations have been reduced to 4.36 per cent in Budget 2016-17 from 4.39% in revised estimate of Budget 2015-16. A quick deeper analysis of Stand Up India budget provision indicates that on an average the present level of Budgetary funding SC/ST and women entrepreneurs is only Rs. 20,000/ (Twenty thousand), which is grossly inadequate for any entrepreneur to Stand Up and Start up its enterprise. In fact the cost of registering a company is far costlier than Rs. 20 thousand.
We request the Government and the Members of Parliament to take up this inadequate allocation to SC/ST, Minorities and women and get the resources increased before the budget is passed.
